Better support for Yield CDI rate setting

Currently, when you enter the Base Rate on a Yield-CDI, it is assumed to be an Annualized Rate. On deal save, Qt will convert that rate into an equivalent based on the specified Rate Convention. For example, if the Rate Convention = Daily, the Base Rate gets converted from an annual rate to a daily equivalent and saved to the deal map. However, when ratesetting, the rate entered via the rateset screen has to already be in daily equivalent. This is confusing given the original Base Rate (and margin) is entered as an annualized rate. There needs to be a new setting that allows the Base Rate to be enter as an annualized rate when ratesetting and then Qt would convert it to the Rate Convention equivalent.
